Hilton – UrbanSurrey

Another hotel is coming to City Centre. On Monday, council gave third reading / preliminary approval to a proposed 30-storey mixed-use hotel, condo, and commercial building at the corner of King George Blvd and 98th Ave. Branded as a Hampton by Hilton, the hotel will occupy the building’s 6-storey podium, along with ground level commercial space including a wine bar. Above the podium will be amenity space on the 7th floor, and a residential tower rising to 30 floors. In total, the building will consist of:

  • 181 residential dwelling units
  • 112 hotel rooms
  • 8 two-storey ground oriented townhouses
  • 133 square metres (1,432 sq. ft.) of ground-level commercial space

Designed by Architecture 49, the building features a unique form and massing, high-quality architectural design features, with substantial glazing and a high quality material palette, including an abstract pixelated image of a British Columbia landscape on the podium’s curtain wall glass.

When complete in 2020, the hotel will become City Centre’s second hotel offering an alternative to the upscale 5-star Marriott Autograph Collection – Civic Hotel, which is scheduled to open in November 2017. It will serve the growing nearby medical / technology district known as Innovation Boulevard as well as the needs of other business and personal travellers to the area.

The building will be located directly across from PCI Group’s The Hub at King George project ‘Phase B’, which is expected to begin construction on its 3 towers around the same time as construction would begin on the hotel project in 2018.

SkyTrain – UrbanSurrey

With yesterday’s Mayors Council vote in favour of finalizing the business case for the Surrey-Langley SkyTrain project, it is now certain that SkyTrain will be extended along Fraser Highway, but only as far as Fleetwood within the foreseeable future. As expected, the 1.65 billion in funding currently secured for rapid transit in Surrey will only allow for a 7km / 4 station extension of the Expo Line from King George Station to 166 Street, not to be in service until the end of 2025. With no funding secured, and no timeline in place for a phase 2 extension to Langley, it’s unlikely that SkyTrain will reach Langley before the 2030’s.

Given the decision to go ahead with SkyTrain on Fraser Highway, Surrey’s most urban corridors of 104 Ave and King George Blvd serving the 2 largest Town Centres of Guildford and Newton will likely now see no rapid transit for the next decade, due to the limited 3.55 billion funding envelope (with 1.9 billion yet to be secured) for rapid transit South of the Fraser. This funding envelope would have provided Surrey 27km of LRT across the city, including both the Guildford-City Centre-Newton ‘L’ line, and Fraser Hwy line to Langley. With SkyTrain, Surrey will just receive a single 16.5km line down Fraser Highway instead, along a corridor much more suburban in form, and with much less opportunity for land assembly to higher densities to support a SkyTrain line.

While rapid transit to Langley is definitely a good thing, the reality of the line not likely reaching Langley until the 2030’s, while rapid transit elsewhere in Surrey is stalled, is very unfortunate when Surrey could have had a full 19-Stop (27km) LRT system across the City inclusive of Langley within the same timeframe as an 8-Stop (16.5km) SkyTrain line. LRT additionally would have transformed, urbanized, and distinguished Surrey in ways that SkyTrain will not. LRT and trams are common fixtures and symbols of inner urban cores in major cities around the world, of which Metro Vancouver currently lacks. Cities such as Berlin, with robust multi-tiered rail transit networks, are embarking on major expansions of their LRT networks, on top of their existing metro rail networks. LRT would have urbanized and distinguished Surrey as a city on its own, as an inner core of the region. With SkyTrain, Surrey remains similar to Burnaby, a by-pass suburb along the line to Vancouver. This is not to mention, the negative effects of SkyTrain on the streetscape – obtrusive overhead guideways that cast shadows, are noisy, unsightly, and ultimately very suburban in nature, compared to urbanized street-integrated LRT which can transform a city and its streetscapes.

It’s hard to imagine rationalizing a 4-station SkyTrain extension to suburban Fleetwood over an 11-station LRT line servicing Surrey’s most urban corridors and largest Town Centres, but here we are. Ultimately once the line does reach Langley in the 2030’s it will help to move people through the region, benefit Surrey’s City Centre (although with less new stations), and those living near the line, but at the expense of what could have been a much more extensive rapid transit system, more urbanizing, distinguishing, and transformative for Surrey.

Public consultation is set to get underway this month for the proposed Surrey Langley SkyTrain (SLS) extension, as well as the future of rapid transit along 104 Avenue & King George Blvd.

In 2014, the regional Mayors Council identified Fraser Highway, King George Boulevard, and 104 Avenue as priority corridors for rapid transit South of the Fraser in the 10-Year Vision. Following a study looking at combinations of SkyTrain, LRT, and Bus Rapid Transit for the corridors, the Mayors Council decided on 27-km of urban-style LRT on dedicated track (separate from traffic) on each of the corridors to be built over 2 phases:

  • Phase 1: Surrey-Newton-Guildford Line on 104 Avenue & King George Boulevard
  • Phase 2: Surrey-Langley Line on Fraser Highway

With funding in place to cover the entire first phase, and construction set to begin this year – a last minute request was made in 2018 by Surrey’s new Council to the regional Mayors’ Council to suspend the Phase 1 Surrey-Newton-Guildford LRT line and re-direct funding to the Phase 2 Surrey-Langley line instead, while switching the technology of the Phase 2 line to SkyTrain. The Mayors’ Council voted to move forward with this request, and directed TransLink to begin planning work for SkyTrain on Fraser Highway while at the same time re-visit rapid transit plans for 104 Avenue and King George Boulevard corridors.

The switch of priorities to the Phase 2 Fraser Highway line and changing its technology to SkyTrain has had implications both in budget and timeline. The funding that was allocated for the full Phase 1 Surrey-Newton-Guildford LRT line has been identified as inadequate to fund the entire Fraser Highway SkyTrain extension to Langley. Pending a future round of funding (timeline unclear), the line may have to be phased, with the current funding getting the line potentially only as far as Fleetwood. Start of construction and delivery of new rapid transit South of the Fraser is also now delayed by approximately 2 years as a result of the switch.

Despite the funding and timeline uncertainties, planning work is nonetheless well underway for the new SLS line, which will need to involve a significant re-evaluation of land-use plans along the Fraser Highway corridor to support SkyTrain, completion of a number of supportive studies, and extensive Public Consultation. In a project update report to Surrey Council this week – a preliminary timeline was given for this work by TransLink, with start of service targeted for 2025.

To run concurrently with the SLS planning and consultation work will be a planning process to ‘refresh’ the South Fraser Rapid Transit Strategy for delivering the Mayors’ Council fully envisioned 27km of Rapid Transit along each of the Fraser Hwy, King George Blvd, and 104 Ave corridors. This refresh will look to re-examine and engage the public on what rapid transit along the remaining corridors could look like, now that SkyTrain has been chosen as the technology for Fraser Hwy. The 2013 Rapid Transit Alternatives Study identified Bus Rapid Transit (BRT) for these corridors based on a scenario with SkyTrain on Fraser Hwy. With much LRT planning work having now been completed however, for the 104 Ave and King George Blvd corridors, it’s possible that LRT could still be an option for them rather than BRT, especially given Surrey’s long-term rapid transit vision for an extensive LRT network on major arterials across the City.

The first round of Public Consultation on the SLS line and South Fraser Rapid Transit refresh gets underway on April 11 in Langley, with open houses in Surrey on April 15, 16, and 17. TransLink has also recently launched an online survey where you can voice your feedback on the proposed SLS line. Open House times are set for the following dates and locations between 3-8pm:

  • Thursday, April 11 – Langley City Hall
  • Monday, April 15 – Surrey Sport & Leisure Complex (Fleetwood)
  • Tuesday, April 16 – Surrey City Hall
  • Wednesday, April 17 – Newton Seniors Centre

After nearly 2 years of construction, the Surrey Central Station north station house expansion officially opened to the public this weekend. Designed by OMB Architects, the new 2-storey station house is now the largest entrance at the station, fronting directly onto the corner of Central Avenue and City Parkway across from Civic Plaza.

The new station house features a contemporary, open, and airy design consisting of glass, concrete, and wood materials, as well as a prominent new First Nations art installation suspended from the ceiling – ‘The Sea Captain’ by Marianne Nicolson. A new retail unit has also been added to the station next to the entrance fronting Central Avenue, but has yet to be occupied by a tenant.

This latest upgrade to Surrey Central Station is just the beginning of an even larger expansion and re-configuration to come in the future. The lands immediately west of the station, where the current North Surrey Recreation Centre and Bus Loop sit – known as the ‘Centre Block’ are expected to be redeveloped in the coming decade. With that will come the removal of the suburban-style bus loop and re-positioning of bus bays onto streets surrounding the station. A major overhaul of the station is expected at that time to modernize and better integrate it into its evolving urban context.

Since my last post on the differences between the proposed LRT and SkyTrain generated much discussion – I felt it would be good to highlight in more detail – the key land-use, route, and scope differences between the 2 routes, and why SkyTrain down Fraser Highway – makes no rational sense from a land-use or planning perspective.

LRT (Phase 1)

The proposed LRT route along 104 Avenue and King George Blvd serves Surrey’s City Centre, 2 largest Town Centres, and 2 most urban corridors, designated to handle the bulk of Surrey’s urban growth and revitalization over the next few decades. The 104 Avenue and King George Corridors contain numerous major trip-generating destinations which include:

  • Surrey City Centre – would be served by 4 LRT stations
  • Guildford Town Centre – Largest Town Centre in Surrey with existing high-rise residential, hotels, offices.
  • Guildford Shopping Centre – 3rd largest shopping centre in Metro Vancouver
  • Guildford – 104 Avenue Corridor Plan – Currently underway land-use plan which will direct increased density, growth, and revitalization along this key corridor linking City Centre and Guildford – would be served by 4 LRT stations.
  • Surrey Memorial Hospital – As well as the emerging Health & Technology District surrounding it would be served by 96th Avenue Station
  • Bear Creek Park / Surrey Art Gallery – and surrounding area would be served by 88th Avenue Station
  • Newton Industrial Area – Large employment area consisting of light industrial, business parks, commercial – would be served by 2 LRT stations.
  • Newton Town Centre – 2nd largest Town Centre in Surrey – already significant retail, offices and planned increased density/growth.

In addition LRT would create 2 vibrant multi-modal transfer hub stations at Surrey Central and King George – integrated into new urban plazas.

SkyTrain (Phase 1?)

While it is unclear how far down Fraser Hwy SkyTrain could be extended given current funding, an extension to Langley is unlikely within the 1.65 Billion approved budget. As such, the Fraser Highway SkyTrain line would have to be phased, with Phase 1 likely going as far as Fleetwood, and future extension to Langley at a later undermined date (by 2030?). Such a SkyTrain extension down Fraser Highway makes absolutely no rational sense from a land-use or planning perspective. Fleetwood is Surrey’s smallest Town Centre, with no plans for any significant increases in density or growth. Fraser Highway is also a very low density, predominantly single family / strip mall corridor with few trip-generating destinations along the route. The only nodes of significance are:

  • Fleetwood Town Centre – Smallest of Surrey’s Town Centres. The current Fleetwood Town Centre Plan designates this area for modest urban growth, consisting of townhouses, village like commercial, and some 4-6 storey apartments.
  • RCMP E-Division / Jim Pattison Outpatient – The only major destinations along this route would be at the 140th & Fraser Hwy station (assuming a station is proposed at this location)
  • 152 & Fraser Hwy Commercial Area – Currently a low-density strip mall area with no current land-use plans underway for revitalization. A land-use plan to change the density in this area would be necessary given the introduction of rapid transit to the area. This would present a major change to the Surrey OCP and where future density/growth directed to in Surrey.

In addition, a Fraser Highway SkyTrain extension would lack any vibrant multi-modal transfer hub stations centered on plazas. A missed opportunity for city building / urban revitalization.

Timeline?

  • LRT is scheduled to begin construction in 2019 with the 10.5km Phase 1 completed by 2024.
  • SkyTrain would need to start from scratch in 2019, beginning with at least 2 years of design, planning, consultation. New land-use plans would have to be initiated along the route – as land-use must be planned in cohesion with rapid transit. A 5.5 km Phase 1 extension of SkyTrain to Fleetwood could likely be completed by 2026.

By 2030 – assuming a second round of funding is made available – there are 2 possible scenarios for rapid transit in Surrey:

Scenario 1 – Surrey’s 2030 Rapid Transit Network – LRT

Scenario 1 would see 27km of rapid transit built in Surrey, serving both the Guildford – Newton corridors, as well as the Fraser Highway corridor to Langley.

Scenario 2 – Surrey’s 2030 Rapid Transit Network – SkyTrain

Scenario 2 would see 15.5km of rapid transit built serving only the Fraser Highway corridor to Langley. Guildford and Newton – Surrey’s 2 largest and most urban centre’s would have no rapid transit. While Doug McCallum does mention a future SkyTrain extension down King George Highway to Newton – this is unlikely until the Langley extension is complete – so post 2030.

Best way to spend $1.65 Billion?

Each of these scenarios costs the same $1.65 Billion price tag.

  • Which option do you think provides more value to Surrey?
  • Which option will result in the most rapid transit for Surrey by 2030?
  • Which option will best integrate with the neighbourhoods it passes through, create a sense of place, and be a catalyst for vibrant communities? Rather than just a means of by-passing Surrey to get somewhere else.
  • Which communities should be prioritized for rapid transit?

With Doug McCallum’s win in last weekend’s election, Surrey appears to be in for change. Campaigning heavily on LRT and Safety, the topic of discussion now is whether he will deliver on his promise to ‘scrap’ LRT and ‘replace’ it with SkyTrain. It appears the majority of Surrey residents are in favour of this – fuelled by non-stop negative publicity of LRT in the media – but what does an LRT to SkyTrain ‘switch’ actually mean for Surrey? A few key implications to consider:

SkyTrain vs LRT – 2 different routes

A misconception that many who ‘voted’ for SkyTrain over LRT may have may have is that the proposed LRT will simply be ‘switched’ to SkyTrain. This is not the case – each would run along a different route. Let’s look at the difference:

LRT – City Centre-Newton-Guildford: The proposed ‘Phase 1’ LRT route – with secured funding and significant planning and design work already completed – is planned run from Guildford along 104 Avenue to City Centre, then south on King George Blvd to Newton. This is known as the ‘L’ Line or Surrey-Netwon-Guildford Line – serving Surrey’s most populated, and urban town centres.

SkyTrain – Fraser Highway: Doug McCallum’s SkyTrain – which would need to be planned and designed from scratch – would provide no rapid transit to Guildford or Newton (Surrey’s most populated / urban town centres) – but instead be an extension of the existing Expo Line down Fraser Highway to Fleetwood, Cloverdale (Surrey’s least populated / urban town centres) and Langley.

The Land-Use Difference

LRT: The proposed ‘Phase 1’ LRT route would serve Surrey’s most established urban corridors with the highest densities – 104 Avenue and King George Blvd. Guildford Town Centre contains the regions 2nd largest shopping centre, numerous high-rises and offices. Further, the currently underway Guildford-104 Avenue Corridor Plan which is set to become adopted in 2019, has designated land all along 104 Avenue between City Centre and Guildford for increased urban densities appropriate for a rapid transit corridor. A similar plan is set to follow for the King George corridor between City Centre and Newton. Simply put – 104 Avenue and King George Blvd are the most appropriate corridors for initial rapid transit expansion in Surrey due to their already underway land-use planning for higher density, and their existing densities, land-use, and most urban character of Surrey’s corridors.

SkyTrain: Doug McCallum’s SkyTrain would run down Fraser Highway which currently has no land-use plans for significant urban density underway, and is currently of the lowest density and suburban of corridors in Surrey. The SkyTrain route would run through:

  • Green Timbers Forest for the first 2km of its route
  • the low density suburban neighbourhood of Fleetwood for the next 5km
  • ALR farm land for the next 2km
  • and finally low density suburban Clayton/Cloverdale and Langley for the remaining 6km of the route

This route would have the lowest densities of any SkyTrain corridor in the region – including significant stretches through forest and ALR farm land – unseen anywhere else on the SkyTrain system. SkyTrain along Fraser Highway would require significant land-use changes along Fraser Highway to justify it – including significant increases in density, high-rise towers, and transit-oriented development – similar to elsewhere along the SkyTrain network. This would require changes to the Official Community Plan (OCP) – ironically Doug McCallum campaigned against OCP amendments.

Simply put – this type of development is incompatible with the scale and character of the Fraser Highway corridor that is predominantly newer single family homes and townhomes. Many living along that corridor would surely object to such drastic land-use changes appropriate for a SkyTrain line.

SkyTrain extension through low density suburbs / ALR with no planned urban density

From a land-use planning perspective – it makes the most sense to serve the highest density corridors and urban centres (104 Avenue – King George Blvd) with rapid transit prior to lower density corridors such as Fraser Highway. Instead, a SkyTrain extension over LRT would do the exact opposite of what makes sense. While it is important to provide a rapid transit link to Langley, and connect the communities of Fleetwood, Clayton/Cloverdale with regional rapid transit – from a land-use and planning perspective these areas are lower priority than Guildford and Newton – and Fraser Highway does not have density appropriate for SkyTrain. In an ideal world, Langley would be serviced by long-distance commuter rail such as all-day WestCoast Express – but realistically – LRT may be the best option for serving Langley down Fraser Highway as a Phase 2 project – given the density, scale, and character of that corridor.

Uncertain Timeline

LRT: Funding for the proposed ‘Phase 1’ LRT route is “in the mail” from the Federal and Provincial Governments. Significant planning, consultation work, and design has been underway for years, and the project is now at the procurement stage with construction set to begin in 2019 and completion by 2024.

SkyTrain: Doug McCallum claims that secured funding for LRT can simply be ‘switched’ to fund a SkyTrain extension to Langley instead of the Guildford Newton line. While this may be possible, as the funding doesn’t specify a type of rail – the fact is – no planning, consultation, or design work has been completed on a SkyTrain extension down Fraser Highway. The amount of time and additional resources that would need to go into a SkyTrain extension prior to its construction would not only delay the project for an unforeseen number of extra years – pushing completion of this line to the late 2020’s.

By that time, Phase 2 of the LRT is likely to be under construction – resulting in Surrey having 2 new rapid transit lines by the late 2020’s instead of just a single SkyTrain extension down low-density Fraser Hwy within the same time frame.

While these reasons aren’t exhaustive in the debate – they are very key ones that have been surprisingly absent talking points. Surrey residents may not have been the best informed on the SkyTrain vs LRT debate thanks to the media – to make an educated decision that weighs more factors than just ‘speed of service’ and ‘glamour of SkyTrain vs LRT’ – but in the end it may not matter. The LRT project is likely too far along at this stage and with too much else to consider to simply be ‘switched’. It is being led by non-partisan land-use and transit planning experts in the Planning & Transportation Departments (not the former Mayor or Councillors as some may believe) – experts who should be leading such projects – rather than transit planning on a whim by politicians and voters.

The City of Surrey began a series of 3 open houses on Thursday for Phase 1 of the upcoming Surrey LRT project. This latest public engagement is the 3rd round of open houses on Phase 1 the project, providing refined plans based on public input from previous consultations. Presented at the open house were preliminary station designs, road designs, information on construction planning, environmental and socio-economic study results, and more. A full set of the Open House Boards can be found here.

Station Designs

Overall, stations are designed to be highly visible, well-lit, and well integrated into the community – accessible by well-marked pedestrian crossings providing universal accessibility for all riders. Lengthy platform shelters protect riders from weather, and include space for ATM’s, information boards, seating, and more – while maintaining a clear line of sight to the street and approaching trains. Stations will in most cases be located in the centre median of the street, with the exception of King George, Surrey Central and Newton Town Centre – where they will be plaza oriented, or off to the side. Public art will also be integrated into stations along the route.

Roadway Design

LRT will run on its own dedicated track for the entirety of the line, with the exception of City Parkway where it will be integrated into a pedestrian plaza. Placement of the LRT track will vary – typically located in the centre median for most of the route, but off to the side in some sections.

Roadway design for 104 Avenue will consist of LRT in the centre median, and 1 traffic lane in each direction, widening to include an additional turning lane at major intersections. The 104 Avenue design will also provide upgraded and enhanced sidewalks, pedestrian crossings, and connections to stations. Currently 104 Avenue functions as a non-pedestrian friendly, busy arterial for cars. A re-purposed 104 Avenue with LRT will transform the street into a calmed, pedestrianized and transit-oriented corridor, supported by multi-family housing and streetfront shops along the route. The newly widened 100 Avenue and existing 108th Avenue corridors will become the new car-prioritized east-west routes between City Centre and Guildford while 104 Avenue will be the pedestrian/transit prioritized corridor.

Roadway design for King George Blvd will retain 2 traffic lanes in each direction while allowing for LRT in the median for the majority of the route. Sections of King George in City Centre will see LRT routed off to one side. New separated bike lanes, enhanced sidewalks, and pedestrian crossings will also be a key component of the re-designed King George.

Pedestrianized Plazas at Surrey Central & King George Stations

Taking inspiration from leading cities around the world, Surrey Central and King George Stations in City Centre are designed to be integrated into new pedestrianized public plazas. These plazas will help to create vibrant transfer points between LRT and SkyTrain’s expo line, similar to plaza’s found throughout Europe with multi-modal rail connections running through them. 

Socio-Economic Study: Improved Travel Times

A key finding of the socio-economic study released at the open house, was the improvement in travel times that LRT will offer over the existing 96 B-Line bus service, as well as private automobile. Under Section 7.2 of the study it was found that the existing 96 B-Line service between Guilford-Newton currently takes 29 minutes under ideal conditions. During periods of congestion however, this trip can take longer than 50 minutes. Further, this travel time is expected to worsen as population grows. LRT is able to cut this travel time by up to half, taking a consistent 27-minutes every time, on opening day, and a decade later, due to its dedicated track. In addition to this, LRT offers faster service and improved experience due to:

  • More doors for boarding, significantly reducing stop times at stations, and travel times overall.
  • Nearly twice as frequent peak service as the existing 96 B-Line peak bus service.
  • A smoother, more comfortable ride than B-Line bus, with less stop and go.

Integration with the Community

One of the key benefits of LRT is its integration with the community and streetscape compared to SkyTrain. While SkyTrain serves well as a long distance commuter rail service, LRT is better suited to more localized routes in the region – similar to other cities where there are various tiers of rail transit making up the regional transit network.  Not every line in a city needs to be the same type of rail transit – LRT, Subway, and Commuter Rail are often combined to compliment each other and serve different needs. The introduction of LRT to Metro Vancouver represents a maturing of our rail transit network into a multi-modal system, and it is very likely we will see LRT implemented elsewhere in the region following Surrey.

In Surrey, the 104 Avenue and King George Highway corridors that make up the ‘L’ line are much better suited to urban-style LRT than SkyTrain. Not only is this route more localized than regionally serving, but SkyTrain just doesn’t make sense from a cost perspective, and the impacts that such guideways would have on the streetscapes. Looking at a comparison between SkyTrain guideways in Richmond City Centre and Coquitlam City Centre, it is clear to see how much better LRT integrates with the streetscape and community it passes through, rather than bisecting it with an obtrusive, shadowing, and noisy concrete structure. Anthem – UrbanSurrey

Anthem Properties’ announced on Tuesday the acquisition of new 4.4 acre site at 10232 Whalley Blvd on the corner of 102 Avenue. The site is currently occupied by a Toys R’ Us and Dollarama, and is located directly across the street from the developer’s soon-to-be underway ‘Georgetown’ master-planned community – which received preliminary approval for Phase 1 back in April.

In the news release, Anthem notes that they plan on submitting a development application for rezoning of the site in the near future, to allow for a new ‘master-planned residential community’ in line with the City Centre Plan. The site is currently designated ‘Mixed-use / Mid to High-Rise 3.5 FAR’, similar to ‘Georgetown’ across the street, but is likely to see lower towers heights as a transition away from the core to lower density designated lands to the east.

It is unclear whether the new acquisition will become an extension of ‘Georgetown’ or be marketed as a stand-alone development. Also unclear is how the project will fit into the anticipated decade-long phasing of Georgetown’s 7 towers across the street – whether the project will come to market concurrently with one of those phases or be marketed after the build-out of Georgetown.

Weststone – UrbanSurrey

WestStone’s controversial Care Facility and Seniors Living project on the site of a mobile home park at 9525 King George Blvd is returning to Council December 5. The project received preliminary approval (1st & 2nd reading) back in June of 2015, but scheduling of a Public Hearing (3rd reading) was deferred to a later date until a City policy on manufactured home park redevelopment be updated, and resident concerns be addressed. Since then, WestStone has completed its acquisition of all 47 mobile-homes in the park, in accordance with the City’s updated manufactured home redevelopment policy, providing relocation assistance to park residents. City staff are now recommending that Council set a date for Public Hearing and approve proceeding to Public Notification for a Development Variance Permit.

According to WestStone, the closing date for the last of its acquisitions in the park will be in June 2017, at which point, the park will be vacated, and work can begin on site clearing, preparation, and construction, pending approvals. When complete, the project will bring a new 12-storey mixed-use care facility and office building to the site, along with two 6-storey independent seniors living apartment buildings. The site is located just south of 96th Avenue on the west side of King George Blvd across from Surrey Memorial Hospital, and will add to the growing cluster of medical-related care, research, and office uses in the Innovation Boulevard district. The project will also dedicate an extension of 95th Avenue through the site, improving the City Centre road network.

A luffing crane has now been installed at WestStone Group’s 36-storey Evolve Condo project in Surrey City Centre’s emerging West Village neighbourhood. The use of a luffing crane is a rare sight in Metro Vancouver condo construction, as it is typically used in situations where movement of the crane is constrained by other buildings. In this case, the adjacent 36-storey Ultra condo tower to the South of the project would prevent a standard crane from being able to swing a full 360 degrees.

When complete in 2018, Evolve will add not only condos, but also retail and commercial space to the West Village neighbourhood along a newly dedicated 103 Ave, forming the beginning of a new neighbourhood centre. Four additional towers will be added through future phases of WestStone’s master plan for the area, along with retail, commercial space, and new pedestrian and road connections.

The never-ending dig at Weststone Group’s Evolve Condominiums site continues on. Now 6 months in, having started in January, it looks as though there are at least a couple more months to go until the pit is finally cleared, and a crane can be installed likely by late summer / early fall.

When complete in 2018, Evolve will become the 2nd tower after Ultra in Weststone’s West Village neighbourhood. It will feature a 37 storey condo tower, with townhomes at its base, as well as a 3 storey office and commercial podium. The development will also open a new section of 103 Ave, and a new pathway, helping to improve road and pedestrian connectivity in the neighbourhood.

Central City 2 – UrbanSurrey

After being referred back to Staff by Council on September 16 due to a misunderstanding over building height, Central City II returned to Council tonight to receive 1st & 2nd Readings and the OK to proceed to Public Hearing in 2 weeks. No changes were made to the proposal, which will proceed based on its original 25-storey (382′) height. The re-introduced planning report included better contextual information to help convey to the Mayor and Council how the building will fit into the surrounding area, as well as the sheer volume of office space it will contain given its large floor plate. The Mayor and Council had previously sent the application back to staff, having thought the tower would be shorter than the 35-Storey residential towers across the street at King George. McCallum’s arguments included:

  • “This is not a highrise development”
  • “Twenty-five storeys in our City Centre is way too low.”
  • “The towers at King George Station across the street are taller”
  • “We have only a certain amount of land in our City Centre and it’s really important to make sure we use that land appropriately”

In reality, the 25-Storey office tower would be slightly taller than the 35-storey residential tower across the street due to differences between residential and office floor heights. Central City 2 is proposed at 382 ft. while the Infinity tower at Concord Park Place is 377 ft. Further, if Central City II were built today, it would be the 3rd tallest building in Surrey after 3 Civic Plaza (538 ft.) and Park Avenue West (393 ft.). This would not be the case for long however, with 3 other towers currently under construction exceeding the height of Central City 2. Once those are completed, Central City 2 would be the 6th tallest in Surrey, yet still at comparable height to others in the top 5.

Height aside, the sheer volume of office space to be provided by the building will bring a significant boost to the City Centre, where demand is currently high, and vacancy low. Central City 2 is to contain 567,114sq.ft. of class AAA commercial office space, when currently there is a total of just 1.2 million in the entire City Centre. That’s adding half the current amount of office space in City Centre in a single building. In addition, the building is to contain 16,168 sq.ft. of ground floor retail and restaurant space in its large podium spanning an entire city block. A market analysis commissioned by the developer found the amount of proposed space to be adequate in meeting current demand in City Centre.

The much anticipated ‘Central City II’ office tower will appear before Surrey Council on Monday for 1st & 2nd readings, as part of the first Council meeting since the summer break. Designed by ZGF Architects, the 25-storey (116.5m / 382 ft.) building will be the successor to the iconic Bing Thom designed ‘Central City I’, built in 2003, and bring much needed new office space to Surrey City Centre. Taking design cues from the original tower, while at the same time having its own distinctive architectural expression, the new building will be located just to the south-east of Central City I at the corner of King George Blvd and Old Yale Rd.

In all, the building is proposed to include:

  • 567,114 sq.ft. of AAA Office Space and Fitness Club on levels 2-25
  • 16,168 sq.ft. of ground-oriented retail, restaurant, and cafe space
  • Landscaped roof terraces on levels 3, 5, 10, 21, and 24
  • A new dedication of City Parkway
  • A new private east-west lane along the north side of the building connecting City Parkway to King George Blvd
  • Plazas and Separated Bike Lanes surrounding the building along King George Blvd, Old Yale Rd, and City Parkway

In terms of design, the building consists of a 25-storey tower with distinctive rust-toned metal panels, above a stepped podium, transitioning to different floor plates at levels 3, 5, 10, 21, and 24. The tower maintains a rounded rectangular form above the podium levels, before transitioning to an elliptical shape – similar to ‘Central City I’ at level 21. Above level 25, the vertical fins extend the curtain wall and frame an additional 2 storeys to conceal the rooftop mechanical equipment, and give the building a 27-storey appearance. The fins also provide space for signage, shown in renderings provided by ZGF, with the Central City logo, similar to the original tower. The bulk of the building’s massing is oriented towards King George Blvd and anchored to Old Yale Rd, creating a strong urban street wall and presence. The building tapers down towards the west, with its 4-storey podium extending to City Parkway, and the SkyTrain guideway.

The main entrance to the building will front onto a new public plaza along Old Yale Rd. This plaza will extend around the building on 3 sides, with retail, restaurant, and cafe space spilling out to activate frontages along City Parkway and King George Blvd. The south-west corner of the site at Old Yale Rd and City Parkway has been identified as a location for a future significant public art piece, subject to separate public art plan process.

Replacing the former Best Buy store at the corner of the existing mall parking lot, Central City II represents just phase 1 of a master redevelopment plan for the remainder of the Central City Shopping Centre site. More details of that plan will come through future development applications for subsequent phases. Earlier this year, the mall’s owner Blackwood Partners announced plans for a 1.5 storey addition to the existing parkade along University Drive which is expected to get underway in the coming months. Upon completion, this will allow for the closure of rooftop parking above parts of the existing mall along Old Yale Rd and eventual redevelopment of the site across from Holland Park.

Blackwood Partners has submitted a development application for the much anticipated Central City 2 office tower – proposed for the corner of King George Blvd and Old Yale Road on the site of a former Best Buy. The 25-storey tower designed by ZGF Architects is to be built to Class AAA and LEED Platinum standards and contain over 500,000 SF of office space, and 20,000 SF of ground level retail.

The proposed design of the tower has undergone considerable revision since first announced back in November 2017. The tower now features copper / reddish toned shading fins on its exterior, and a refined, more cohesive massing and podium. The tower also features expansive green roof decks, premium fitness facilities for office tenants, bike lockers, electric vehicle charging, high-speed elevators, and a ground level urban plaza, anchored by a restaurant, café, and retail.

Following the completion of the original Central City office tower and SFU campus back in 2003, Central City 2 will form the next phase of a long-term vision to redevelop the remainder of the Central City Shopping Centre site. While just conceptual at this point, the long-term plan would see the remaining parking lots to the north redeveloped with mixed-use development and new streets. The mall itself is envisioned to be reconfigured to include a number of new tower sites, and a large new plaza entrance fronting Holland Park on Old Yale Road – mirroring the existing Central City Plaza to the north and creating a connection through the mall linking the city’s civic core to Holland Park.

Along with the recently submitted development application, Blackwood Partners has also now begun marketing the tower for lease, and will be opening a presentation centre in the Central City Shopping Centre in early 2019. The current leasing brochure can be found here.

Blackwood Partners, have released new details on their upcoming ‘Central City 2’ office tower project at the corner of Old Yale Rd and King George Blvd. A new leasing brochure, available on the Central City website, provides some updated renderings, floorplans, and marketing information aimed at future tenants looking for office and retail space.

Since first being announced back in November 2017, the new renderings depict a re-designed, more refined tower, from that initially conceptualized. The new design features a stronger podium fronting Old Yale Rd and a more cohesive tower floor-plate and massing compared to the previous design. The rectangular floor plate blends into an elliptical floor plate on higher floors – referencing the existing 25-storey Central City office tower at 102 Ave & University Dr built in 2003.

Tower Details

Designed by Vancouver’s ZGF Architects, the project will be a 25-storey, Class AAA, mixed- use tower, containing 512,305 SF of commercial space and +/-20,000 SF of retail space contained within the podium. The ground level is conceptualized to contain 6 retail units, a restaurant, cafe, and office tower lobby, anchored to a prominent public plaza at the corner of Old Yale Rd and King George Blvd across from Holland Park and King George Station. The building will be built to LEED GoldDesign (with a pathway to Platinum), and also contain:

  • Premium end-of-trip facilities, with ample bicycle storage, executive bicycle lockers, shower, and change facilities
  • Approximately 900 underground parking stalls
  • High-speed state-of-the-art elevators
  • Electric vehicle charging stations and car share parking spaces.
  • Numerous other advanced technology features

Long-term plan

Also released as part of the leasing brochure is a glimpse at the long-range plan for redevelopment of the entire Central City site following Central City 2. This plan will see much of the existing indoor shopping centre retained but renovated, with the introduction of a new prominent plaza at its south-end along Old Yale Rd, linking the shopping centre directly onto Holland Park. The existing parking lot along King George Blvd is envisioned to be broken up into a series of new city blocks, containing mixed-use high-rise development sites. A re-aligned City Parkway will connect directly through the site from the north, past a new entry plaza where Wal-Mart currently exists.

While no target dates have been given for completion of Central City 2 – it is expected that a development application will be submitted for the project in the near future. The long-range plan for Central City is expected to play out over the next decade or longer. For more on Central City 2:

Prime on the Plaza – UrbanSurrey

Progress continues on the SFU Sustainable Energy & Environmental Engineering Building and Prime on the Plaza. As of July 5, work is progressing on the 17th floor of Prime on the Plaza and the 4th floor of SFU. Of notable interest is the large atrium taking shape within the new Bing Thom designed SFU building, which is already starting to have a dominating presence over University Dr. It is expected that both buildings will top out by the end of the year and be complete in 2018.

Reliance Properties and MacDonald Development’s Prime on the Plaza is beginning to rise quickly now over University Drive. Over the past month the building’s 4-storey townhouse / retail podium has taken shape, with work on the tower floors now progressing at a rate of about 1 floor per week. With the tower now 7 floors above ground, and 30 floors left to go, it could reach it’s final height by the end of the year, in roughly 30 weeks or 8 months.

To the adjacent south of the project, SFU’s Sustainable Energy and Environmental Engineering Building also continues to progress quickly, with that project now 1 floor above ground for much of the site, and work beginning on the 2nd floor.

Prime on the Plaza is beginning to shape the new intersection of University Dr and 103 Ave. As of April 6, the retail/townhouse podium of the building had reached 4-storeys along University Dr, and 3-storeys further back along future 103 Ave. The podium will eventually reach 4-storeys for the entire base of the building, before the tower begins to rise above it to a height of 37-storeys.

MacDonald Development / Reliance Properties’ Prime on The Plaza has begun its rise over the past few weeks. As of February 23, the retail / townhouse podium of the building had reached 2 storeys, and is now starting to transform the streetscape along University Drive. The podium, which will contain retail fronting University Drive, and townhouse units fronting 103 Ave, will soon rise to a height of 4 storeys before transitioning to the tower portion of the building, which will then rise to 37 storeys. When complete, the building will anchor a newly created corner intersection at future 103 Avenue and University Drive. It will also directly abut the future SFU Sustainable Energy and Environmental Engineering building, currently under construction to the south.

The crane has now been installed at the Prime on the Plaza project on University Drive and 103 Avenue. Prime is a 37-storey mixed-use retail and condominium development across from Surrey City Centre Library and Civic Plaza that is expected to be completed in 2018. The project will add nearly 400 tower residential units as well as street-fronting retail and townhomes.

North Surrey Recreation Centre – UrbanSurrey

A date has finally been set for the official closure of the North Surrey Recreation Centre to make way for the site’s long anticipated redevelopment. In a notice posted on the recreation centre website, the facility is planned to close in 2 phases beginning with a decommissioning of the ice rinks in early September, and finally a closure of the remaining portions of the building on December 22. Ice rink programming will move to the new North Surrey Sport & Ice Complex, set to open on September 3 near Scott Road Station. Following that in January, Aquatics programs will move to Guildford Recreation Centre, fitness and multi-purpose activities to North Surrey Sport & Ice Complex, and preschool programs to Chuck Bailey Recreation Centre.

While no timeline has been given for the site’s redevelopment following decommissioning, behind-the-scenes planning work has been underway for years, dating back to 2012. Since then, the City has been working with Simon Fraser University, TransLink, and various architects, planners, and consultants, on a master plan for what is known as the ‘Centre Block’ bounded by Central Avenue to the north, 102 Avenue to the south, University Drive to the west, and City Parkway to the east. Well-positioned adjacent to Surrey Central SkyTrain Station, the site forms a key link between Surrey City Hall / Civic Plaza to the north, and the Central City Complex and beyond to the south.

Back in 2013, Via Architecture prepared a ‘vision’ for what redevelopment could look like in the future. The concept envisioned a numerous mixed-use buildings for the site integrated with a transit-oriented plaza linking City Hall to Central City. The buildings would contain office, university, and retail space. The plan also envisioned:

  • A new bus layover facility to be located on 133A St behind the new SFU Engineering building.
  • A removal and re-configuring of the Surrey Central Bus Exchange – replacing the loop with a new street-oriented exchange along a realigned 102A Avenue and Central Avenue. The 2 streets would be integrated with a new Transit Plaza, designed to accommodate high pedestrian and bus passenger volumes.

Since the early Via Architecture vision, a more recent planning process has been underway following a Surrey City Development Corp (SCDC) RFP was filled seeking a new firm to undertake detailed master planning work for the Centre Block site. While no plans have been publicly released yet, what is expected is a major overhaul of Surrey Central Station linked with a new transit-oriented plaza connecting Civic Plaza to Central City, and integrated with over 2 million square feet of new office, university, and retail space. With such a large scale, the plan is expected to be completed in phases, with various puzzle pieces and phasing needing to take place before other phases can begin. The first of those pieces is the decommissioning and demolition of the North Surrey Recreation Centre. The second will be the construction of the new bus layover facility on 133 Street, allowing for removal of the current Bus Loop, and re-alignment of 102A Avenue through it.

With the North Surrey Rec Centre decommissioning now in sight, the pieces are finally coming together to make the Centre Block redevelopment a reality. While the project is likely to take at least a decade to build-out, we could see the start of application activity related to it in the coming year.

Linea – UrbanSurrey

Excavation got underway this week for Rize Alliance’s 28-storey Linea at 104 Avenue and 133 Street. Linea is phase 2 to its predecessor and twin ‘Wave’ which was completed in 2015. Upon completion, both towers will stand at 28-storeys and feature the same signature curved balconies and orange accents.

In addition to the new tower, Linea will also improve the streetscapes along 133 Street and 104 Avenue with new street-oriented townhouses, add a common outdoor amenity area between the 2 towers, and create a new north-south lane to the east of the site. Completion is expected by early 2022.

Rize Alliance has begun pre-sales on the second phase of their 2-tower project at 133 St & 104 Ave in the growing West Village neighbourhood. The first phase of the project – the 28-storey ‘Wave’ condo tower – was completed back in 2014, with the second phase originally set to be called ‘Wynd’. Four years later, that name has now changed with the launch of a new marketing campaign and registration site set up for phase 2 under the name ‘Linea’.

With phase 2 of the project having already been approved as part of the original application for the site, Linea is likely to proceed with construction soon after sales. Despite the name change, the tower will retain its originally approved design – a twin of the Wave tower – featuring distinctive curved balconies and vibrant orange accents on the building’s exterior. Not only will Linea bring a twin tower to the development, but it will also complete the site which has been sitting vacant for years, bringing a new row of urban street-fronting townhouses along both 133 St and 104 Avenue, and a substantial outdoor amenity area / park. With sales now just around the corner, Linea will likely begin construction in 2019, making it the 5th residential tower expected to start next year in the red hot Surrey City Centre condo market, following 3 condo towers expected to start this year, and 2 office towers. It was noted in the Spring 2018 issue of West Coast Condo that benchmark prices for condos in Surrey City Centre led all of Metro Vancouver in growth over the past year – up 45.6% between December 2016 and December 2017. Despite the price growth, Surrey City Centre still remains one of the most affordable areas to buy a condo in Metro Vancouver, and the best place to invest in real estate in BC for future growth.

August 2018 – UrbanSurrey

Renderings have emerged courtesy of Adessa Visuals for an upcoming 25-storey project at 9677 King George Blvd. The project, which is set to replace a long-standing Knight & Day restaurant on the site, is currently under application at the City of Surrey, in the initial review stage.

Not many details have been released so far, but it is expected that the 25-storey tower will feature market condos above a mixed-use podium. The project is located just north of 96th Avenue on the west side of King George Blvd, adjacent to the emerging Health & Technology District. The architect and applicant on the project is Chris Dikeakos Architects.

Rize Alliance, the developer behind Wave and the recently released Linea, has submitted an application for their next development in City Centre. Located at 10138 Whalley Blvd just south of 102 Avenue, the project would replace an existing 3-storey walk-up apartment complex built in the 1970’s.

While not many details have been released so far, what is known is that the project is to contain 1,070 units – likely within 2-3 towers above a mixed-use podium base. The subject site is currently designated ‘Residential Mid to High Rise 3.5 FAR’ in the City Centre Plan, and is located just to the south of Anthem Properties ‘Georgetown‘ development, which recently received 3rd reading for phase 1 its 7-tower master-planned community.

The new Rize application is currently under initial review at the City of Surrey. More details can be expected once the project proceeds to Council.

CityWalk – UrbanSurrey

A 26-Storey residential tower proposed at Central Ave and 133 St in the growing West Village neighbourhood received Preliminary Approval following Public Hearing on January 13. The project, named ‘CityWalk’ and being developed by Huacheng Holdings is located directly across from the new West Village District Energy Centre and Park, as well as the recently completed Evolve tower.

Designed by Wilson Chang Architect, the project is to include 223 units within a 26-storey tower above a 4-storey podium with ground-oriented townhouse units at the base fronting along Central Ave and 133 St. The building is intended to transition height from taller towers east of the site, down to a low to mid-rise form west of the site along 132 St at the edge of City Centre.

As part of the Landscape Plan prepared for the site by Vancouver’s ETA Landscape Architecture, a public walkway is proposed along the south side of the building, lending the project its name. This pathway will connect to an existing public walkway across the street to the east between the Evolve and Ultra towers, and eventually extend further east through to Civic Plaza as more projects develop. A green-roof is also proposed as part of the plan on top of the low-rise podium.

Additionally as part of the project, Central Avenue will see its remaining south half dedicated and constructed west of 133 St for the length of the site, inclusive of a separated bike lane to match the already constructed north side of the street.

Having now received 3rd Reading, the project can be expected to receive Final Approval within a year, and completion likely by 2024-5.
