MIPIM 2018 – UrbanSurrey

The City of Surrey has been invited to participate at this year’s Les Marché International des Professionels de l’immoblier (MIPIM) – taking place March 13-16 in Cannes, France. Surrey is the only Western Canadian city participating at the conference – but will be joined by Montreal, Toronto, Hamilton, and the Niagara Region who will also have a presence.

MIPIM is one of the largest and most prestigious real estate conferences in the world. It has been the international stage where Toronto’s Waterfront Project and Montreal’s Downtown Arts & Entertainment District have been profiled and attracted investment. It is also where Bing Thom Architects’ won a Special Jury Award in 2004 for the Central City building – as the world’s best overall new development for its architecture and building innovation.

At this year’s MIPIM, Mayor Linda Hepner has been personally invited to speak on behalf of Surrey in a panel discussion on the topic of City as a Service, the New Urban Reality, as well as participate at a number of related events at the conference. Being invited to participate at MIPIM is an indication of Surrey’s emerging recognition as an internationally relevant city for future growth and investment.

With more than 24,000 real estate investors from over 100 countries in attendance, MIPIM provides a unique platform for promoting Surrey globally as a place to invest, which can help to accelerate the city’s transformation. In addition to Mayor Hepner’s participation at the event, Invest Surrey & Partners will be showcasing Surrey as North America’s ‘Next Metropolitan Centre’ through a presentation centre to be located in the exhibition area of the main venue. Blackwood Partners, the owners of Central City, will also be attending to promote and attract investment in their upcoming ‘Central City 2’ office tower project.

May 2021 Update – UrbanSurrey

The May Issue of the City Centre Update is now available at SurreyCityCentre.ca. This month’s newsletter includes a round-up of new Development Applications, Council Approvals, and Construction activity during the past month of April 2021.

New Development Applications

One new development application was submitted in City Centre during the past month – a 6-Storey residential project located at 100A Ave & 133 St to the west of Holland Park.

21-0090 | 100A Ave & 133 St

A Rezoning, Subdivision, and Development Permit application was submitted in April for a proposed 6-Storey residential project consisting of 101 units at 100A Ave & 133 St. The site is located just south of two other 6-Storey residential projects under application, which together will begin to transition this existing Single Family area into a more urban low-rise multi-family residential district.

As of May 2021, there are 26 major development applications under initial review, consisting of approximately 30 high-rises, and 21 low-rises.

Council Approvals

Four projects received approvals from Surrey City Council during the past month.

18 – 0096 | 138 St & 105 Ave

This 6-Storey residential project located on a small 1/4 acre lot at the corner of 138 St & 105 Ave recived 3rd Reading (Preliminary Approval) in April. Due to its small and unique footprint for Surrey, the building will consist of just 28 units of rental housing. Completion is expected by 2024.

19 – 0004 | Park Central

This 6-Storey residential project on Old Yale Road just west of Holland Park recived 3rd Reading (Preliminary Approval) in April. Being developed by Peace Enterprises, the project will bring 43 rental units to the area along with a new extension of 133 Street south along the west side of the site. Completion is expected by 2024.

19 – 0367 | Whalley Station

Tien Sher Group received preliminary approval in April for for their 51-Storey mixed-use ‘Whalley Station’ project located at King George Blvd and 108 Ave. The tower is to become Surrey’s tallest building once completed, with 501 residential units above a 6-storey office and retail podium. The development will also create a new plaza on the south west corner of King George & 108 Ave leading into a grand 6-Storey atrium through the site. The current application is for a general development permit and rezoning only, with a separate detailed development permit application expected in the future.

20 – 0149 | Holland Parkside (Phase 1)

Phase 1 of Century Group’s Holland Parkside received its Development Permit in April to allow for a 19-storey rental residential tower, and 11-storey office building with ground level retail and a ‘market food hall’ at King George Blvd and 98 Ave. This first phase is part of a master plan for the site (approved in 2020) which will see 2 additional market residential towers developed on the western portion of the site in the future, subject to separate development permit applications. Construction of Phase 1 is expected to commence by Summer 2021.

Concord Pacific – UrbanSurrey

Two separate Development Applications have been submitted for a pair of projects between University Dr & City Parkway and 105 Ave & 105A Ave, just to the south of the BC Lions Training facility.

According to Surrey’s COSMOS, the application on the westerly block is to allow for 873 residential units (approximately 2 towers above podiums), while the application on the easterly block is to also allow for 2 towers above podiums with no unit count given. The applications are also proposing OCP and City Centre Plan amendments to re-designate the sites from 3.5 FAR to 5.5 FAR to allow for increased density. Interestingly, the applicant on the easterly site is listed as Concord Pacific – indicating a new venture for them in Surrey City Centre, to follow their existing ‘Park’ development near King George. The applicant on the westerly site is listed as IBI Group, although the applications could be related.

The subject sites have been vacant grassed lots for decades, and are bisected by the SkyTrain guideway between Surrey Central Station and Gateway Station. While the area may feel vacant now, just to the south across 105 Avenue, Bosa’s 28 & 37-storey University District towers are expected to begin construction within the next year. Also just to the north at City Parkway and 106 Avenue, Lark Group’s 20-story Legion Veteran’s Village project is now under construction.

Concord Pacific has launched marketing for its next and final phase of its ‘Park’ development near King George Station. Named ‘Park George’ following Park Place, Park Avenue, and Park Boulevard, the twin tower project is now open for registration on the Park George website.

The project which received 3rd reading on June 25, 2018 and Final Adoption just a month later on July 23, 2018, has moved swiftly through the approvals process, and is expected to begin construction within the coming year. As reported back in June, the project will feature a pair of 35 & 39-storey towers adjacent to, and integrated with, Quibble Creek Park at 13778 100 Ave.

Completion is targeted for Spring 2022.

The next phase of Concord Pacific’s ‘Park’ community near King George Station is moving forward to Council on June 11 seeking approvals to develop a pair of 35 & 39 storey towers at 13778 100 Avenue. Located just to the east of their recently completed ‘Park Avenue’ towers, this latest, so-far unnamed project, will be the 4th phase of Concord’s ‘Park’ community following Park Place, Park Avenue, and the now under construction Park Boulevard. The 2 new towers will bring the total number of Concord towers in the community to 8. The ‘Park’ name refers to the community’s setting surrounding Quibble Creek Park.

From the Planning Report to Council, Concord is proposing to subdivide the site into 2 lots – the north lot to contain the 2-tower project, and the south lot to be conveyed to the City as an addition to Quibble Creek Park. The northern-most tower fronting 100 Avenue will be 35-storeys (348 ft), while the southern tower will be 39-storeys (377 ft.), containing a total of 676 units, above a 2-storey podium consisting of indoor and outdoor amenity space, as well as 7 ground-oriented townhouse units fronting 100 Avenue.

As for design – the towers feature balconies that vary in size, shape, and materials, to create visual interest. Vertical blue strips run down the towers fading from dark to light blue – referencing a waterfall. Other references to water include blue paving patterns containing in-ground lights and glass bricks within the pedestrian walkways leading from Quibble Creek Park to a water feature in the centre of a plaza. This water feature serves as a focal point that can be seen from the 100 Avenue entrance, the tower lobby, and greenway to the east.

The two towers will connect and integrate with Quibble Creek Park to the south, as well as the Park Avenue towers to the west through an expanded greenway / path system. A generous sized lawn along the greenway will be provided as flex space for residents. Large planting areas with naturalistic character will help to integrate the greenway into the naturalized landscape of Quibble Creek Park.

In addition to the project’s access to and integration with its natural park setting, other outdoor amenities to be provided on the podium’s roof include a sunbathing deck, outdoor yoga area, children’s play area and putting green. Indoor amenities include a gym, study and meeting room, pilates and exercise room, indoor pool, hot tub, steam room and sauna, change rooms, and table tennis.

Concord Pacific’s Park Avenue West has finally opened near King George Station in Surrey City Centre. The tower which began construction in 2014, is the taller twin to Park Avenue East which opened in late 2016.

Standing at 39 Storeys tall, Park Avenue West not only adds another condo tower to the area, but also completes the the Park Avenue development, bringing with it a number of resort-style amenities, new public plaza space, walkways open to the public, lighting features, and a corner fountain with spotlights that illuminates the building in changing purple and blue tones at night. Park Avenue is the successor to the original 3 Park Place towers at King George Station, and is set to be followed by Park Boulevard which is expected to break ground by next year.

The opening of Park Avenue has quickly given a new feel to the area. A walk through the new public plaza, pathway, and amenity areas provides a good sense the future feel of Surrey City Centre, and the King George Station area in particular, with the quality of urban design and landscaping on-par and comparable to areas of Coal Harbour and Concord Pacific’s False Creek neighbourhood. With a number of new developments set to break ground within the next year in the immediate vicinity, the area’s transformation will only continue.

Concord Pacific’s final tower as part of their ‘Park Place’ development is heading to Surrey Council on Monday for Development Permit and Development Variance Permit. While the 42-storey tower is on the same site as the 3 original ‘Park Place’ towers, it’s been known since late last year that it will be marketed as a separate project ‘Park Boulevard‘ instead.

The tower will finally complete the block to the adjacent north of King George Station, adding a row of townhomes along Whalley Blvd across from Quibble Creek Park, and provide new public plaza space connecting to the existing Park Place plaza, retail, and transit station. In total the project will add 419 new residential units to the area. While similar in design to the original 3 towers, it will be differentiated through the use of contrasting charcoal and white coloured materials, and slightly different massing. Its height at 42 storeys will also help to punctuate the “table top” skyline in the vicinity.

With the DP and DVP moving forward, and the tower already under marketing it’s possible that the project could see start of construction by the end of the year or early 2018.

Concord Pacific’s next phase of development near King George Station has recently entered pre-sales, with a new site now up at www.parkboulevardliving.com for potential buyers to register.

This next phase will add a 6th tower to the Concord Pacific community in Surrey, following the original 3-tower Park Place, and 2-tower Park Avenue developments. Concord first submitted a development application for the project back in July 2016 for a 42-storey tower on the site, which is slightly higher than the previous towers constructed which are in the 36 to 40-storey range.

Despite an application for a single 42-storey tower, a rendering on the front page of the Park Boulevard site depicts what appears to be a tower of less than 42-storeys, as well as an additional shorter tower on the site. While the rendering is likely inaccurate and just a placeholder, it remains unclear whether Concord intends to develop a 2nd tower on this site as part of a separate application. If so, this would be consistent with the original plan for the site, initially developed by Korean developer Jung Developments as Infinity in the late 2000’s. Concord took over the project in 2008, re-branding it as ‘Park Place’ after Jung Developments was forced to bail on the project mid-construction during the 2008 financial crisis.

Aoyuan – UrbanSurrey

Earlier this month, excavation began for what is to become Surrey’s 2nd tallest tower – One Central in West Village. The 44-Storey, 134m (438 ft.) tower by China-based developer Aoyuan will rise at the corner of 133A St and Central Ave, adding to the growing cluster of towers in the densely populated West Village neighbourhood.

Once complete, the tower will contain 550 units, including 11 ground-oriented townhouses at its base, and 4,596 sq. ft. of ground-level retail space. The building will also include 11,501 sq. ft. of indoor amenity space throughout the building on levels 1, 3, 14, 34, and 44 – signified by horizontal architectural breaks in the tower, and 10,247 sq. ft. of outdoor amenity space, including an expansive rooftop deck. 

With excavation now underway, building completion can be expected by late 2022 / early 2023.

Aoyuan Canada has launched a registration page for their upcoming 44-storey condo project at Central Ave & 133A St in West Village. Previously dubbed ‘West Village 5‘ – the tower is the 5th phase of the master planned ‘West Village’ neighbourhood being developed by Weststone Group. The tower was initially proposed as an all rental building  back in 2017, but later switched to market housing after being taken over by Aoyuan in 2018.

According to the One Central website, the tower will include 550 units, and is expected to be completed by 2022. The project will also feature ground level retail space.

Council Approvals

The past month saw 2 major projects receive approvals from Surrey City Council. As of August 2021, there are 37 major projects approved in City Centre, representing 40 high-rise and 25 low-rise buildings.

20 – 0244 | Innovation Village

This 3-tower mixed-use project by WestStone Group on King George Blvd across from Surrey Memorial Hospital received 3rd Reading (Preliminary Approval) on July 26. The application is seeking a Rezoning, OCP & City Centre Plan Amendment, and General Development Permit to allow for three towers to be built in phases.

The tallest tower (37-storeys) closest to King George Blvd is to contain retail & office space on levels 1-5 with residential above. The remaining 2 towers to the east (31 & 12-storeys) are to be entirely residential. Separate detailed Development Permit applications are to follow in the future for each building.

21 – 0072 | Brightside (Phase 3)

Phase 3 of BlueSky’s Brightside development went to Council on July 12, receiving approval to draft Development Permit. This phase of the project will include a 51-Storey mixed condo / rental tower and 2-storey standalone amenity building on the north-east corner of the site along 105 Ave.

The overall Brightside development originally received Rezoning and General Development Permit approval back in March 2020, later revised in February 2021 to include a 4th tower. Phase 1 will consist of a 38-storey rental tower on the south-west corner of the site at 104 Ave & City Parkway.

Brightside by Bosa BlueSky heads to Public Hearing – UrbanSurrey

Surrey Council gave 1st & 2nd Readings on Monday night to Bosa BlueSky’s next project in Surrey City Centre – Brightside – which will now head to Public Hearing and 3rd Reading (Preliminary Approval) in 2 weeks. The project, which has been under application for the past 2 years, is set to transform the former Brick / Sears Outlet store site at City Parkway & 104 Avenue, which has been sitting vacant for numerous years now. Overall, the application is seeking:

  • A General Development Permit (Form & Character) for the entire site to allow for a phased, mixed-used development consisting of 3 high-rise and 2 low-rise buildings, including:
    • 40-Storey residential tower with ground floor retail (Phase 1)
    • 50-Storey mixed-use residential tower with ground floor retail and 17 floors of office in a stepped podium (Future Phase)
    • 50-Storey residential tower with market and rental units (Future Phase)
    • 2.5-Storey market-hall commercial building
    • 2-Storey amenity building
  • A Detailed Development Permit for phase 1 of the project.
  • OCP Amendment and City Centre Plan amendments to allow for up to 7.5 FAR (9.2 FAR net) density.
  • Rezoning
  • Consolidation from 2 existing lots to 2 new lots.

Designed by Perkins & Will, the first phase of the project, a 40-Storey residential tower with ground-floor retail, is to be located at the corner of City Parkway and 104 Avenue and will include:

  • 418 Market Residential Units
  • 2,831 sq.ft. of ground floor Retail

The remaining buildings, subject to future Detailed Development Permit applications, will be located further east along 104 Avenue and north along 105 Avenue. The tallest of the towers, the 50-Storey mixed-use building with 17-Storey office podium, would become the new tallest in Surrey once complete, assuming no other building surpasses it by then, at 554 ft. (169m). The two future low-rise amenity, and market-hall buildings located in the centre of the site are to be set within a publicly accessible plaza that will invite people into the site from 104 Avenue. The plaza will be activated by retail and restaurant spaces at grade, as well as landscaping, and public art, subject to future detailed design.

In total once all phases are complete, the project will include:

  • 1,352 Residential Units (including 200 rental units)
  • 202,146 sq.ft. of Office
  • 37,049 sq.ft. of Retail

In addition to the buildings on site, the project will also bring into alignment the intersection of City Parkway and 104 Avenue. The north and south portions of City Parkway on either side of 104 Avenue currently do not connect. This alignment is expected to be completed as part of the first phase, with tower 1 to be aligned on an angle with the newly constructed City Parkway.

Phase 1 of the project is expected to be completed by 2025, with the remaining buildings to follow later in the decade. For more on the project:

Linda Hepner – UrbanSurrey

Numerous community and business leaders joined Mayor Linda Hepner today to launch an 8-week LRT showcase, offering residents a first glimpse at Surrey’s future LRT. As part of the showcase, a prototype LRT train car has been brought in from Europe and put on display in the Central City parking lot next to King George Blvd. It will remain there for the next couple of weeks before being relocated to Newton Town Centre, Guildford Town Centre, and finally the Surrey Canada Day celebration in Cloverdale.

The goal of the showcase is to give residents a first-hand look at what the urban-style LRT train will look like. Unlike high-floor commuter-type LRT trains like those in Calgary and Edmonton, Surrey’s LRT will be low-floored, similar to those found in many cities throughout Europe, and even Toronto. Despite being more integrated with the urban environment, the trains will nonetheless run on a dedicated right-of-way, apart from traffic, offering significant improvement over a bus – not only in speed, but also through more consistent/reliable schedules, frequency, capacity, boarding doors, and comfort. It is important to point out that the particular train car brought in for display is just a prototype, and the actual trains chosen for the Surrey line, will likely look a bit different.

LRT was chosen as the mode of choice for rapid transit in Surrey following years of study that began as far back as 2010. Numerous options, and combinations were looked at including LRT, SkyTrain, and Bus Rapid Transit. The results found LRT to be the most cost effective system for Surrey – with 27km of LRT track (2 lines) able to be built for the same $2.2 billion price tag as 16km of SkyTrain (1 line). Surrey gets a more extensive rail transit network, better integrated with the community, creating more pedestrian-orientated streetscapes, with LRT. Further, operating costs for LRT were found to be $6 million cheaper annually, with negligible differences in travel times.

Designed by Perkins & Will, the first phase of the project, a 40-Storey residential tower with ground-floor retail, is to be located at the corner of City Parkway and 104 Avenue and will include:

  • 418 Market Residential Units
  • 2,831 sq.ft. of ground floor Retail

The remaining buildings, subject to future Detailed Development Permit applications, will be located further east along 104 Avenue and north along 105 Avenue. The tallest of the towers, the 50-Storey mixed-use building with 17-Storey office podium, would become the new tallest in Surrey once complete, assuming no other building surpasses it by then, at 554 ft. (169m). The two future low-rise amenity, and market-hall buildings located in the centre of the site are to be set within a publicly accessible plaza that will invite people into the site from 104 Avenue. The plaza will be activated by retail and restaurant spaces at grade, as well as landscaping, and public art, subject to future detailed design.

In total once all phases are complete, the project will include:

  • 1,352 Residential Units (including 200 rental units)
  • 202,146 sq.ft. of Office
  • 37,049 sq.ft. of Retail

In addition to the buildings on site, the project will also bring into alignment the intersection of City Parkway and 104 Avenue. The north and south portions of City Parkway on either side of 104 Avenue currently do not connect. This alignment is expected to be completed as part of the first phase, with tower 1 to be aligned on an angle with the newly constructed City Parkway.

Phase 1 of the project is expected to be completed by 2025, with the remaining buildings to follow later in the decade. For more on the project:

Passages by Rize heads to Council – UrbanSurrey

Vancouver developer Rize is set to bring their latest and most ambitious project to date before Surrey Council on Monday for 1st & 2nd Readings, and approval to proceed to Public Hearing. Passages as it’s called, is a proposed master-planned mixed-use development at 10138 Whalley Blvd consisting of market condos, market rental apartments, retail, and daycare space, all situated within a European-style ‘piazza’ public plaza. In total the project is proposing:

  • 3 High-Rise towers and 1 Low-Rise (6, 23, 32 & 39 Storeys) containing 954 Market Condo Residential Units
  • 2 Mid-Rise towers (13 Storeys each) containing 172 Market Rental Residential Units
  • 18,116 sq.ft. of Ground Level Retail Space
  • 4,252 sq.ft. of Daycare Space
  • A 69,602 sq.ft. Publicly Accessible ‘Piazza’-Style Public Plaza

Designed by London, UK based Alison Brooks Architects, Passages brings a fresh departure from the standard point tower above podium form, commonly found throughout Metro Vancouver. Instead, the project consists of 6 irregularly-shaped buildings of varying heights, clustered around a ‘Piazza’-style public plaza.

The design takes inspiration from coastal BC forests, incorporating references to ‘textured tree bark’ on building facades, and the use of earth tones and materials. Interspersed single and double-storey units are present throughout the towers, adding variation in form and glazing pattern. The 6-storey building is a modern interpretation of the traditional ‘British mansion block’ merged with ground floor townhouses.

The site’s perimeter and courtyard are structured as open, barrier-free spaces that the public and residents can share and enjoy. A series of four distinct piazzas, City Piazza, Park Piazza, Central Piazza and Neighbourhood Piazza, are linked by narrow urban groves between buildings and enriched streetscape edges.

The Landscape Architect on the project is Vancouver’s PWL Partnership tasked with designing the publicly accessibly open spaces comprised of the four landscaped piazzas. These spaces are animated with community agricultural gardens, an urban square with seating, a children’s play area, a great lawn for event and performance space, a yoga and exercise zone, a community harvest table, and an outdoor barbeque and games table space to encourage the public and residents to interact and socialize.

Passages will replace two existing and aging, wood-frame, 4-storey apartment buildings known as Fraserview Court, built in the 1970’s. Rize is proposing to offset the loss of the 154 existing rental residential units on site by providing 172 new rental residential units in two new 13-Storey concrete mid-rises as part of re-development. These rental units will be secured for a period of 20-years, through a Housing Agreement with the City. Rize is also assisting existing residents facing displacement through a City policy directed Tenant Relocation and Assistance Plan.

The project is proposed to be built in 3 phases, which includes:

Phase 1 (Targeted Completion: May 2023)

  • 13-Storey Mid-Rise with Market Rental Residential (88 Units), Ground Floor Cafe, and Daycare
  • 23-Storey High-Rise with Market Condo Residential (212 Units)

Phase 2 (Targeted Completion: June 2024)

  • 6-Storey Low-Rise with Market Condo Residential (66 Units)
  • 32-Storey High-Rise with Market Condo Residential (304 Units), and Ground Level Retail

Phase 3 (Targeted Completion: August 2024)

  • 13-Storey Mid-Rise with Market Rental Residential (84 Units), and Ground Level Retail
  • 39-Storey High-Rise with Market Condo Residential (372 Units)

In terms of approvals, the development is seeking:

  • City Centre Plan amendment to increase density on the site from 3.5 FAR to 5.5 FAR
  • Official Community Plan amendment to increase density on the site from 3.5 FAR to 5.5 FAR
  • Rezoning from Multiple Residential 45 Zone to Comprehensive Development Zone (Based on RM-135 & C-8)
  • Subdivision from 1 to 3 lots
  • Development Permit to allow for 3 High-Rise Buildings, 2 Mid-Rise Buildings, and 1 Low-Rise Building.

Focus Architecture – UrbanSurrey

Subject site at 10342 136A St

A development application has been submitted for a 35-storey residential tower above a 4-storey podium, as well as a 3-storey stand-alone commercial building on a long vacant, grassed site, on Whalley Blvd just north of Canadian Tire near Central Avenue. The address of the site is actually 10342 136A St, as the site has frontage on both Whalley Blvd and 136A St.

Details of the application indicate that the residential tower and podium are to contain 341 units, with 20,000 sq.ft. of ground floor retail, while the 3-storey stand-alone commercial building is to contain 23,800 sq.ft. of floor area (presumably office). In addition to the proposed buildings, the site has a future green-lane running east-west through it as per the City Centre Plan that will need to be dedicated as part of the development. Presumably, the 3-storey standalone commercial building will be located to the north of the lane, with the 35-storey tower and retail to the south.

The application is being represented by Focus Architecture Inc., who also designed the D’Corize tower at 104 Ave & University Dr, as well as the recent Delta Rise in North Delta. No renderings or further details of the application have been made public at this time. The site is directly to the north of Anthem Properties’ 7-tower ‘Georgetown’ development.
